President of the Board

Wayne Stover is a former prosecutor with over more than 3 decades of experience in defending those accused of serious criminal and traffic offenses in Virginia. A lifelong resident of the DC, Maryland, and Virginia (DMV) Area, he is a former Fairfax City and Arlington County assistant Commonwealth’s district attorney, who dealt with thousands of criminal and traffic cases, with a concentration on driving while intoxicated, driving while suspended, reckless driving, habitual offender, larcenies, assaults, drug cases, property offenses, and other serious transgressions. This experience gave him valuable insight into the intricacies of the legal issues involved in successfully prosecuting and defending migrants and immigrants charged with violations of the law which in turn put in jeopardy their immigration status in the US. Equipped with the knowledge and skill gained as a Commonwealth’s attorney, Wayne is able to recognize and understand the strengths and weaknesses of a case from both sides of the courtroom, which is key in the defense of the human rights of vulnerable undocumented people. A former Football Varsity athlete, he likes to play tennis and biking. Bachelor in Psychology graduated from Virginia Commonwealth University, he got his JD from Lewis & Clark Law School.

Gerson Ruiz’ experience in immigration law and human rights encompasses more than 25 years of work in national and international organizations of lobbying, lawyering, policy, governance, politics, and advocacy in Latin America, Europe, and the United States. He has graduated studies in Political Science, Law, International Relations, International Human Rights, International Comparative Law, US Law & Government, Global Governance-Economic Track, and Business Administration in top universities such as the GWU Law School and the University of Oxford, and Duke University Sanford School of Public Policy. He is currently pursuing a PhD in Management of Public Policy and Non Profit Organizations. Gerson’s research concentrates on Immersive, Connection, and Educational technologies for the R&D of Immigration Law Human Rights (ILHR) Organization, Education, and Action. Gerson is well-versed in open source intelligence (OSINT), data protection, data privacy, and cybersecurity, ensuring that the organization being developed adheres to stringent legal measures to protect sensitive information and valued knowledge. He shows ability to construct complex data findings into actionable business strategies and recommendations. He is familiar with the DC dynamic, Federal government, and Congress. Gerson is an Amazonian, Peruvian, American lawyer, and former dissident, expatriate, and asylee. He likes to play soccer, tennis, poker, and chess.

Chief Grant Officer

Joanna Stover devoted more than 28 years of her career to the betterment of the Northeast and Midwest region of the United States as director of administration and finance for the Northeast Midwest Institute, a nonprofit, nonpartisan research, education, and policy organization based in Washington, D.C. and committed to economic vitality, environmental quality, regional equity, and workforce development for 18 states in the Northeast and Midwest. As director of administration and finance, Joanna was a driving force behind numerous successful fundraising campaigns, grant applications, and budgetary applications. Moreover, she supervised an administrative and accounting staff who helped in the regular production of financial analysis, forecasting, and reporting. Annual audits certified the integrity of the Institute’s recordkeeping and financial statements. With a steadfast commitment to fiscal responsibility and operational efficiency, Joanna played a pivotal role in shaping the organization’s financial stability and administrative effectiveness. She is the best at providing grants’ research and management, and financial oversight from daily operations to high-level management, to annual finance planning/budgeting processes, and to annual operating budgets. Joanna graduated from University of Dayton.

Martha Becar has worked in the Public Sector as a social worker for more than 25 years in the developing and developed world serving vulnerable families, women, children, and immigrants. This experience has provided Martha with a deep understanding of the diverse range of backgrounds from people coming to America from nearly all countries in the world. Martha’s job as a government officer for Child Protective Service has not only enriched her understanding about the sociological and psychological aspects when dealing with dysfunctional families, but also allowed her to advocate for women, children, and immigrant rights before police officers, stakeholders, and policy makers. Martha is the best to identify communities in need of help, support networks to determine their goal, research for community resources, such as food stamps, childcare, and healthcare, respond to crisis situations such as child abuse and mental health emergencies, monitor clients' health, follow up to ensure that they have improved, maintain case files and records, and provide psychotherapy services. Martha earned a bachelor’s degree in psychology and an Associate degree in Business Administration. She also has graduate studies in Public Administration and is pursuing a Bachelor degree and a Master in Human Development and Social Services in George Mason University.

Andres Lujan’s is an expert Chef and Host with more than 15 years of experience in Event Management, Service, and Hospitality industry. Above all, Andres has developed an exquisite taste for virtual Event Planning and Production. Andres’s job encompasses all aspects of planning and executing virtual events, from tech rehearsals toward set-up during the events. He knows what the right software and platforms are in order to reach an audience and he works on many various options and customizable solutions to make an event a huge success. Andres graduated from the Culinary Institute of Virginia.

Paolo Fermin is a dedicated software engineer at Shield AI, working on cutting-edge Reinforcement Learning systems for large unmanned aerial vehicles. Paolo co-authored two IEEE conference papers, demonstrating the resilience of Convolutional Neural Networks in high-radiation space environments. His technical proficiency spans multiple programming languages, including Python, C++, C, C#, Java, and Javascript. Beyond his technical prowess, Paolo has demonstrated leadership ability. He served as the sole representative to 30,000 undergraduate students on the Virginia Tech Board of Visitors, passionately advocating for the rights of all students at the highest level of university governance. Additionally, he held the position of Vice President of the Undergraduate Student Senate and served as a Resident Advisor, ensuring the well-being of the Honors Residential Commons community. Outside of his professional pursuits, Paolo enjoys rock climbing, playing chess matches, and honing his piano skills. He is passionate about language learning, taking lessons in Tagalog, Spanish, and French. He graduated Summa Cum Laude from Virginia Tech with a degree in Computer Engineering, focusing on Machine Learning, and excelled in coursework encompassing Artificial Intelligence, Robotics, Computer Architecture, Digital Systems, and much more.

Hayden also understands the intricacies of trade and investment processes, regulations, financial markets, and related aspects, providing essential insights for developing effective software. Being raised and educated in the dynamic of the DC, Maryland, Virginia (DMV) metropolitan area has had a positive impact for Henry to pursue a career in law, advocacy, and politics. He is early earning a solid foundation for administrative law, procedures, and policy. Previous work in the service industry and healthcare has helped him develop his customer service, empathy, and concern for climate change and climate migrants. His ability with Python besides law makes Henry a perfect fit for testing and feeding back ILHR Chatbot. Henry’s tasks include ensuring compliance with data retention and privacy laws, incorporating real-time user feedback, and updating legal information. Henry is furthermore earning skills in the research of data privacy, intellectual proprietary, and online legal service for preventing liabilities in the use of legal AI and particularly legal Chatbot.
He is able to communicate in 5 languages (English, French, German, Spanish, and Persian). He graduated from Williams & Mary with a Bachelor in Government. Top in his class, Henry is a second year JD student in AU Washington College of Law.

Connor Lahey’s talent goes beyond law. His love for advocacy and politics have driven him to pursue a career in public policy and nonprofit. Working at ILHR is just a natural step in his pursuit of making a difference by helping the most vulnerable people. Connor is well versed on human rights, administrative law, criminal law, and immigration law; and he has been actively developing a burgeoning talent for legal writing and research. His strong problem-solving, presentation, and oral and written communication skills, as well as his ability to persuade audiences or propose compromises make him a perfect fit. His skills encompass effective interaction with stakeholders and clients by understanding their needs, and translating them into words for software requirements. Connor supports the R&D of the Organization’s Workflow and Casework (WFCW) Management Software in accord with clients’ needs from an easier interfacing when dealing with electronic USCIS, EOIRL, and Consulates forms, petitions, applications, and processes. Connor is an Eagle Scout, a proud graduate of Xavier University, and an avid reader. Connor is in his second year as a JD student in AU Washington College of Law. He also enjoys hiking and camping.
